The public sector in France is currently undergoing a major transformation. With the constraints imposed by a need to rationalise at management level and adopt more rigorous budgets, but now also free from certain rigid structures, it must continue to evolve in order to adapt to changes in its economic environment (competition, partial privatisation, etc.). The areas requiring work are numerous. Some will involve the overhaul of their IT systems, and in particular the replacement of their management tools which are inadequate in the face of the new challenges and are often technically obsolete.
